Toscolano-Maderno lies on the Brescian shore of Lake Garda, in the Alto Garda Bresciano park. The two towns that name it have grown together, and the boundary between them is the Toscolano stream; they were separate comuni until 1928. Toscolano is said to be of Etruscan origin, and its harbour was called Benàco before it became Tusculanum. In the first century the Roman family of the Nonii built a villa there, said to have belonged to the consul Marcus Nonius Macrinus: its ruins and mosaic floors came to light during work on a sewer.
Between 1310 and 1377 Maderno was capital of the Brescian riviera, until Beatrice della Scala moved the magistracy to Salò; for that slight its people called her «Regina cagna» thereafter. The real wealth lay upstream, in the valley of the paper mills: from the fourteenth century the torrent drove the paper works, and by the early seventeenth century one hundred and sixty paper wheels lined its banks. The plague of mid-century took about half the inhabitants and the trade with them, since rags, the raw material of paper, were believed to spread infection.
