Fiscaglia

Province: Ferrara · Region: Emilia-Romagna · Population: 9,519 · Postal code: 44027

Fiscaglia is a municipality born on the first of January 2014 from the merger of Massa Fiscaglia, Migliarino and Migliaro, and all three names come from Roman administration. Massa Fiscalie was a mass of property that by confiscation ended up under the fiscus, the emperor's private purse, rather than in the public treasury; Migliaro and Migliarino come instead from miliarium, the milestone. The mile even turns up in the deed: in 1219 the statute granted by Ferrara gave the community land reaching a mile above the Po. Three villages, and three offices.

The land here is entirely flat, touching three metres above sea level at most and lying below it in part, and the Volano, today a drainage canal, was in the early Middle Ages the main branch of the Po delta. In exchange the community was freer than most: it had communal statutes of its own, and in the whole territory of Ferrara only one other set has been found, that of Bondeno. When in 921 a papal bull assigned the Massa to the archbishop of Ravenna, the inhabitants refused to submit and took the matter to court.
