Between 1187 and 1221 Comabbio gave itself a communal structure with one peculiarity: the consuls were double, one representation for the rustici and one for the cortesi, that is for the peasants and for the lords. The village could afford it, because it was rich: the market value of its farmland was four times that of Ternate, five times that of Varano and ten times that of Cologno Monzese. On the same square stood two churches, a luxury that in these parts only the seats of a pieve allowed themselves.
In the eighteenth century the administration was pared down and surprisingly concrete: there was no council, and two sindaci were elected by the community summoned at the sound of the bell; they stayed in office two or three years, as agreed. The chancellor, paid thirty lire a year, lived in the village and kept the public records in a chest in his own house. Comabbio and the neighbouring community of San Sepolcro, thirty souls, used the Brabbia marsh together and paid six lire a year for it.
